WASHINGTON, DC, June 6, 2016 –The Greater Washington Hispanic Chamber of Commerce (GWHCC) celebrated its annual Gala: Honoring Hispanic Businesses in Construction on June 3rd at the Omni Shoreham in Washington, DC. This year the GWHCC recognized five individuals in the construction sector who have excelled in various categories and celebrated its 40th anniversary.

WASHINGTON, DC –The Greater Washington Hispanic Chamber of Commerce (GWHCC) will be celebrating its 40th Annual Gala: Honoring Hispanic Businesses in Construction on June 3rd at the Omni Shoreham in Washington, DC. This year the GWHCC will be recognizing five individuals in the construction sector who have excelled in various categories. The Gala Chairs are Edwin Villegas, President & CEO of Winmar Construction Inc. and Carlos Perdomo, CEO of Keystone Plus Construction Corporation. The event’s keynote speaker is David Velazquez, President & CEO of Pepco Holdings.

“This year the Chamber is celebrating its 40th anniversary! This is a significant milestone for us, the GWHCC and its members have come a long way since 1976,” said Angela Franco, President and CEO. “The GWHCC works every day to help businesses move forward and to build sectors that play an essential role within the community.”

Senior Proposal Manager

Position Description:

The Proposal Manager will be responsible for managing the preparation of proposals from pre-RFP activities through final proposal revisions. Works closely with capture managers to identify and articulate overall proposal strategy and thematic approach. Assembles proposal team; manages proposal preparation and production; prepares for and supervises Questions and Answers (Q&A) and final proposal revision activities. May be responsible for writing and editing sections. Works closely with joint venture partners, and subcontractors to develop proposal material.

 


Qualifications:

PRINCIPLE DUTIES AND RESPONSIBILITIES:

  • Works in partnership with capture manager to define proposal strategy and approach prior to RFP release; may include travel to visit sites and interview personnel.
  • Develops proposal themes, discriminators, and ghosts in collaboration with capture manager and teammates or subcontractors, as applicable.
  • Prior to RFP release, identifies and schedules proposal team consisting of in-house volume managers, writers, editors, and pricing personnel.
  • After RFP release, establishes final proposal outline, assignments, and schedule, and conduct kick-off meeting.
  • In collaboration with capture manager and volume managers, leads proposal team in developing storyboards, as appropriate.
  • Works with production department to establish proposal style, format, schedules, and workflow.
  • Manages continuing proposal effort to rewrite sections as necessary.
  • Audits proposal compliance
  • Ensures that ISO, CMMI, and other quality processes are followed and promotes improvements.
  • Schedules and oversees red teams
  • Oversees final writing, production, and delivery
  • Responds to deficiency reports, clarification requests, and requests for final proposal revisions.
  • Attends, coordinates, or manages marketing and proposal training programs as determined and as required by management.
  • Other duties as assigned

 

QUALIFICATIONS/SKILLS & KNOWLEDGE REQUIREMENTS:

  • Ability to manage the proposal process
  • Ability to edit content from multiple individuals, incorporating data and graphics, to produce a professionally prepared and compliant proposal.
  • Excellent written and oral communication skills, to include writing, editing, grammar, etc.
  • Must be able to produce schedules, templates, and other proposal documentation using MS Office, including Word, Excel, PowerPoint, etc.
  • Ability to determine data needed, oversee its collection and make recommendations.
  • Must be able to perform in a team environment with strict deadlines.
  • Requires the availability and willingness to work significant amounts of overtime on short notice during high volume proposal development periods.
  • Ability to comply with and apply Departmental ISO, CMMI, and other quality standards.
  • Bachelor's degree in English, Communications, or business discipline preferred; Associate Degree plus 5 years work experience is acceptable.
  • 5+ years of proposal/contracting experience, including proposal development and management
