Evelyn M. Brooks

Evelyn Brooks, of Evelyn Brooks Designs, is an entrepreneur from Peru that came to America to start a jewelry design business. She recently won the Anna Maria Arias Award for being a very successful woman entrepreneur.

She says, "All the things that have happened to EBD couldn’t been possible without the help and support of the GWHCC."

We congratulate Evelyn on all of her accomplishments!

Executive Profile: Angela Franco

Angela Franco, GWHCC's President and CEO, was featured in the Washington Business Journal on November 3, 2010. We are very proud that this prestigious publication highlighted Angela's accomplishments for the Hispanic business community.

The basics

Background: Franco moved from Colombia to the Washington area nine years ago. A businesswoman at heart, Franco owns a consulting business bearing her name. She worked for 20 years in the insurance, pension fund and banking fields. Since taking over the chamber last November, the 40-year-old Rockville resident has doubled corporate revenue and tripled membership.

Education: Bachelor’s in business administration, CESA University, Colombia; master’s in finance, EAFIT University, Colombia; BB&T Banking School, Wake Forest University; life coaching degree, Newfield Network, Denver

First job: I used to make Christmas cards and sell them to my family members.

Construction Specialist

Responsible for assisting the Construction Manager or Supervisor in the construction planning and management of construction related activities in a cost-effective manner in compliance with federal, state and local code, other legal, and contractual requirements, consistent with Corporate goals, objectives and policies. Works independently and or in conjunction with a Manager or Supervisor as directed or required.  Responsible for attending training provided by or through the Company and completing self-help portions of an appropriate Learning Plan(s) such that the employee is candidate-ready for progression opportunities as they present.   

Responsibilities

Assists the Construction Manager or Supervisor in all aspects of the construction process to meet or exceed Corporate, Business Unit and Project Team goals to ensure:
-Safe and reliable expansion and replacement construction of the piping system.
-Sound implementation of Engineering, Marketing and Construction policies and procedures.
-Compliance with budgetary limitations.
-Full compliance by contractors and Company personnel with existing and future governmental codes and regulations.
-Full compliance by contractors and Company personnel with other statutory requirements.
-Full compliance by contractors and Company personnel with contractual requirements.
-Projects are completed within budget and cost variances are justified.
-Maximum satisfaction of both new and existing customers and their requirements.

Other activities include but are not limited to:

-Interacting within the Engineering, Marketing and Construction Team in order to design, plan, construct and install projects in a cost-effective manner in compliance with federal, state and local codes, other legal and contractual requirements, consistent with Corporate and Business Unit goals, objectives, policies and procedures.
-Serving on Project Teams and other work teams to assist in project development and delivery.
-Collaborating with Construction and Construction Support Services, Engineering, Marketing, Field Operations, Operations Compliance, Gas Supply Operations, Pipeline Integrity, Tie In, Fabrication & Welding Shops, Customer Measurement, Meter Reading, Transportation, Facilities, Procurement and the Hauling areas in order to achieve Corporate, Business Unit and Project Team goals.
-Shadowing of Construction Supervisors in order to gain exposure to field situations in a controlled environment.
-Working independently and or in conjunction with a Construction Supervisor to assist with project estimates, designs, plans and the pre-approval of daily work.
-Working independently and or in conjunction with a Construction Supervisor to assist in the oversight of contractors and Company personnel during all phases of construction including but not limited to: job site mobilization and traffic control, excavation and shoring, pipeline padding and capping, plastic fusion and welding, coating and holiday detection, pipeline installation, pressure testing, pigging, tie ins, purging, backfilling and restoration, and job site demobilization.
-Assisting the Construction Supervisor with obtaining the necessary information to approve field changes and authorize/approve all contractor invoices.
-Interacting with contractors and Company personnel to immediately correct/address an unsafe condition.  
-Extracting and researching of data in order to develop and deliver reports, and maintain records.
-Utilizing the Work Management Information System (WMIS) and other Washington Gas systems and records to access, enter, evaluate and audit data, and extract information and reports.
-Reporting of results to internal and external customers.
-Communicating information and opportunities for reduction of risk or cost to the Company by collecting and tracking data.
-Delivering presentations to internal and external customers.
-Assisting in the development, creation and implementation of new or revised policies and procedures.

The position requires the employee to:

-Maintain valid driver’s license and other certifications as required.
-Possess reliable transportation that is able to carry various tools and equipment for business use as required

Knowledge, Skills and Abilities

High School education or GED plus 2 years of work experience or equivalent in an underground infrastructure construction management, project management, or team lead position. Demonstrated leadership ability is required; understanding of natural gas pipeline construction, operations and related federal, state and local regulatory requirements is strongly preferred. A general knowledge and understanding of project management and the project management concept is desirable. Requires the ability to perform basic math with percentages and decimals; the ability to write in a logical and concise manner; the ability to interpret plans/blueprints, understand contracts and working arrangements with business partners; and the ability to listen and orally communicate ideas and information effectively. Must be able to operate proficiently a variety of computer software to research, share and retrieve business information and data.  Must be able to research and interpret related resource information from the Operating & Maintenance procedures, Design & Construction standards, the Emergency Manual, and other regulatory documents. Good interpersonal skills. Valid driver’s license required. 

Field Operations Specialist

Responsible for providing general support with the daily activities of the Field Operations section. Assist Station Manager and Supervisors with various tasks and projects that will contribute to the development of this position and assist this person in this role in preparing for future responsibilities and advancement.  Responsible for attending training provided by or through the Company and completing a defined Learning Plan such that the employee is candidate-ready for progression opportunities as they become available.  Position has 24 hours on call responsibility over emergency response and control.

Specific Tasks/Responsibilities

-  Provides support with the daily work activities of Field Operations employees to ensure safe and reliable delivery of natural gas service in a quality manner.  Responsible for the coordination of emergency response field operations to ensure customer, public and employee safety.  Establishes guidelines and practices to ensure that company facilities are maintained in compliance with Federal, state and local codes and regulations.  Oversees the operation, maintenance, tie-in of gas mains and/or emergency response for a specific region on WG’s transmission and distribution pipeline system

-  Provides support for the daily work activities of planned maintenance and leak repair.  Coordinates overflow of          immediate/emergency response activities and oversees the assignment and distribution of work among crews.

-  Audits field activities of contractors in the area of safety compliance, new technologies, customer services and monitors contractor adherence to established codes and standards

-  Performs duties of the Supervisor Field Operations and Specialist Maintenance Planner as needed.
